I am not sure I am understanding your question! Bidders are buyers and askers are sellers! While selling, you will have to see the bids for market price.

There is no way you can achieve it without using limit. The exchange will not know what is the highest price of the day. So you have to fix an amount in your mind and start a limit sell kn that amount. If the market goes up to that price, your order will be executed.

When I sell btc to dollars it shows in the Ask price box, these options

Hope you know that you cannot get those prices you want presently now because no one will be stupid enough to buy at an expensive price, but if you want to place your order down ahead of the next target, it is good, it mean that you have to use an exchange like biance, where you can just place your order down for the future using the tool that they have and also do same for sell order.

If your intention is to sell them for both prices now, it would be very impossible because the value that is currency in the market is not up to that yet and that is why I said you can just place your order down for future and you will get it executed when the value actually reaches your desired values. Another way is just for you to continue holding and then after news has informed you, you can then manually sell them.

2) since you want to sell in USD, you need to verify your account at Bittrex, then link your bank account so you will be able to withdraw your USD the moment your sell order will be filled.

As I know bittrex is have an limit in every transactions need to made in aday . I think you need to check it well to avoid blaming. And hard to understand what is the point you want to know.

Well, more or less so and I think it's impossible because @OP wants to sell it at  price it wants right now even though price hasn't reached what it wanted. So to sell BTC without limits I think it is very unlikely because no one wants to buy at a high price, if there really is I think that is very stupid.

To answer all of your questions is very difficult. because it belongs to the domain of knowledge and you need to understand supply and demand.
You can certainly sell it for $ 12450 or $ 13000 or even $ 20,000 if someone wants to buy Bitcoin at that price.
You can place orders and wait until the price of Bitcoin rises, the demand increases.
