Hello, people! I have a question. We get our first ASIC and... processing looks like this:

So. First. ASIC have 3 PCB with processors.

1. should all three chains work at the same time? In my opinion, the power consists of the sum of three and if only one works, it turns out that the ASIC works for a third of its capabilities. Is it so?

2. why so many discarded? how can this be reduced?

Well firstly, you are correct that all three chains should work at the same time, and that IS the case in your picture.
Everything is working perfectly fine, and ASIC that you have(V9) is not working "for a third of its capability", it is working as hard as it can. V9 are 4TH units.

Also, you circled HW errors, which are normal, and 36 in total (and 2x0's) after 8 hours of work are like lottery won on S9's however I am not sure how's that going for V9, it might be normal occurrence.

It is normal to have so many discarded. The slower your unit is, more discarded you will get.
You shouldn't worry about reducing those.
