It could also be related to your rank. I'm not sure if there is any limitation just like the creation of trust flags.

Then for a few weeks around the 22nd, these captions will be shown instead of forum ads, and afterward the whole set of captions will be published.

You can submit a caption or vote below on the captions that have been submitted.
