How did you know that your ban is caused by Plagiarism !?  If you know that plagiarism causes ban and did it, then you deserve the ban. If you just discover this after being banned, then it's your first lesson to learn : Plagiarism is not allowed here neither in any other platform, you don't have the right to steal contents of others without permission + mention of the source.

I dont think your appeal will be accepted after you submit it in meta. Plagiarism is the thing that most often causes accounts to be banned.

I have already learned all the rules. The first 4 posts I clarified how to correctly make a request about my ban in the local ban branch

Replying to comments on one line in a short time interval is also a violation. Go dude, you will not only slap yourself 20 times like @TMAN said, but 100 times.

Suggestions, start with new ones.

Your suggestion can be considered as an encouragement for banned users to evade the ban by creating new accounts, which is against the rules of the forum.
Banned user has no right to use the forum again {posting,send pms,...) by creating other account or more ; once catched, it will be considered as a ban evasion and the new account will also receive a perma ban.
As you can see in this case, the banned user has already another account. But he is not allowed to use it except for the unban appeal thread.
