ICO investors are more excited on exchanges than product developments?

You are telling the real situation of the crypto market now. because all ICO projects are now scams and just want to get as much investor money as possible. after that, they only spent one-tenth of their money to list the exchanges and then they didn't continue to grow their business. because they have no motivation and no investors control them.

Agree and believe that we have a different start up picture. Developers should do their best to bring money back to their investors, but here everything works in another way. Investors are begging devs to list on a good exchange. It does not work like that.

Well I agree with you to an extent, the truth is many invested have faced unfriendly behaviours from some of these projects thus caring nothing more than listing on exchanges. Also, most of these projects have used the line " we are working on our products" to deceive their investors, in such groups there is no platform updates, no sign of any admin, Instead the group has turned to a spam  group, news group and all manner of nonsense. So with this, can you actually blame any investor for clamouring for listing??
In the same way, there are projects which truly know what they want and are working head-on to achieve it.

In my opinion, actually not only ICO investors but most investors are more concerned with market performance than products. Most investors prefer short-term investments, therefore many investors prefer to care about price movements. Investors sometimes do not want to wait too long for the investment to be profitable because it takes a long time for a project to produce a product

precisely ! because many investors really don't cares about product or development but just price and this is the main issue crypto space is having, people lay so much emphasis on the price rather than what the project can offer, how useful it will be to people, even some project owners are aware of this so they take advantage of it and not bother to be serious about development or project utility.
people will invest in a project today and expect to be a millionaire tomorrow, how is that possible, especially when the project has nothing but worthless coins to offer

They are because they have been treated in ways not encouraging. Most projects till date have not delivered 1% of what they promised with many not working according to road map.  Those who claims to be working on the product have nothing to show for as proof so why won't the invest give up, why won't they desire listing above every other things. I just see it as, they are reacting according to the hand they are being dealth with.

I think it is because we misunderstand the cryptosystem. Frankly, the most valuable and easy money we can spend anywhere is paper money so, what we all look at is where this paper money is the more. And the volatile price of crypto is perfectly suitable for this. For the majority, including us, the product or something is nothing, wherever there is profit, we are there.
