Why do we hear of "tainted bitcoin" if the coin is fungible?

Bitcoin is fungible. You just hear of "tainted bitcoins" because of bitcoin's blockchain being fully transparent, hence a hacker/scammer's funds(that he/she may have stolen) can somewhat end up to someone's address if the hacker/scammer sold the coins to that person for instance; hence somewhat affiliating both people with each other through the "tainted coins".

Mixing services already exists though, so the "tainted bitcoin" thing is getting less relevant.

I'm bad at explaining this. I know.
