I disagree with your reasoning, gambling can serve as both a fun activity and a money making source. You can't just suggest it should be used as only a fun activity source based on the absorption, the likeliness of getting into debts is present. Debts only come in when there is lack of money management or poor money management, where the gamblers doesn't have strategic plans to minimize lost or cut spending.

I never know about that so basically that's already the answer to my experience that I have never seen one.  Bad management can really make a business close although it's making money from the gamblers and it can sustain all the expenses that it generates but if the people who are on the part of operations will not take care of it, that's the exact reaction and result that will happen.

It was easy to say like that but if you are actually in the actual scenario, you'll find it out how was addicted and could lead you not control the flow of your cashouts.

You can get out of the addiction if you still trying to reduce your time playing gambling. Using a small amount of money will also help you to learn about controlling yourself in placing the bet. You're right the desire to win even after losing so much is the problem why some gambler cant refrain themselves to stop playing already.
