Not sure what you want to emphasize here, and I do find it a bit confusing:

a) if we want to talk about Rank, then both Activity and Merits have to be weighed in.

b) If the focus is on being active on the forum, then Activity is a mere partial counter of how active one is (i.e. 2 people can have the same Activity numbers, but one may be posting 5 times more than the other).

c) If the focus were to be making the best of being active on the forum, then that’s another matter, and perhaps may be better served with posting less and reading more, thus being less active in a sense (compated to one’s "posting potential").

I think you’re aiming more at "c", although mixed with "b", but I can’t get the point you are trying to make.

It's not about your activities alone, you have to earn merit to get the gold coin (merit) you are referring to

30 activities with 1merit will net you Jr member
60 activities with 10merit will net you Member
120 activities with 100merits will net you a Full member. Etc

Without those gold coins you aren't going to get ranked up even if you have 30, 60, 120 activities

Sorry, but you're wrong if you referring merit as gold coin or vice versa. Gold coin is just a tag on each account (example : Brand new 1 gold coin, Member 2 gold coin etc) and nothing to do for rank up.
