Lost money?

I tried (first time) sending $250.08 USD from Coinbase to my first Electrum wallet. Coinbase shows I sent -0.03169233 BTC a few days ago. Status Complete.  But -- my Electrum wallet now shows a balance of 31.67518 mBTC.
I have no idea what's going on.

31 mBTC is equal to $250 USD, so don't panic, your money is in your wallet.

mBTC stands for milli-bitcoin. 1 mBTC is 0.001 BTC, so 31.67518 mBTC is equal to 0.03167518 BTC, which is currently equal to $258 USD.

In Electrum, you can click on Tools -> Preferences -> General, and change your "Base unit" to BTC if you prefer. You can also click on Tools -> Preferences -> Fiat and choose USD as your "Fiat currency", and select "Show Fiat balance for addresses". This will show your individual address values, as well as your overall wallet value, in USD as well as BTC or mBTC.

There is no official release of Electrum 4.0 yet. It seems that you had an old version of Electrum which was vulnerable to phishing attack which tricked users into downloading a fake version of Electrum. There is nothing you can do. Next time, download updates only from the official website and verify the installation file. Don't forget to create a new wallet.

It's fake. The word 'tap' didn't worry you at all? You can either access Electrum on their GitHub and compile the code on your own or download the compiled version from https://electrum.org which is the official website.

Versions older than 3.3.4 are vulnerable. Since that version, Electrum has an official way of checking if there are any updates. You can see how it looks like and read more about it here. Don't forget to verify the signature of the file.

To clarify; versions of Electrum prior to 3.3.4 had a feature where a server could send a message to connected users, which would appear as a pop up box. This was intended so servers could inform users of errors with the transactions they were trying to make. However, some attackers hijacked this feature and edited the error message displayed to instead give false instructions to users to update their Electrum, along with a link to a fake version. Once the users installed this fake version of Electrum, their coins would be stolen. Anyone still using a version of Electrum prior to 3.3.4 who connects to a server controlled by one of the attackers (servers are generally chosen at random when you use Electrum) will be shown this phishing message when they try to make a transaction.

So it wasn't Electrum suggesting you should update as you think. Rather it was an attacker using a now-patched feature of Electrum to send you a phishing message.

Saw this address in the recent receive transaction from bc1qcygs9dl4pqw6atc4yqudrzd76p3r9cp6xp2kny the transaction confirmed just today. So this might be your address.

Next time don't install a random Electrum wallet or use the pop-up link from the old Electrum always download it to the official Electrum as suggested above and always verify the Electrum before you install.
