Sorry but i don't understand the "service" that you are offering here. Can you explain it a bit better?
For instance, if the money are locked in a PP account how you will withdraw them? How VCC would help?

Plus that your fees look's kind of big...

Example for PayPal, if you have your paypal permanently locked. The only way to get your money back is withdraw to bank account (registred in name account) or to VCC.

Mostly people here use stealth accounts, with fake names so the only way to recover the money is through this system, so obvisoly fees are not high, or is this or nothing.

The op means if you want to withdraw your money but unable to do so because of your country or the country you're at so op will do it for you (to withdraw your money) and op will transfer your money from the op and of course you will pay him a fee for withdrawing your money. In my opinion, it is hard to trust your money to someone else that you didn't even know.
