I think the license that you are talking about is the documents that required in order for you to legally operate in your country. I do not have information about countries that banned online casinos. If you will really want to build a new online casinos then you should handle the risk carefully. For me, I would not like to play in an ILLEGAL (basically an illegal business if it is not yet registed or the owner don't want to legalize it) site to play, because when something happens I do not have any proof, or info on where do I file my case against the company, and the company will make this as their advantage only, they can run my funds and never comeback, when the time that people started know you have all the LEGAL DOCUMENTS , your website will surely have a heavy traffic, do not be so selfish learn to consider clients assurance as well.
