I noticed a lot of people selling stolen poker content on this site.

Is this allowed on bitcointalk.org??

Please provide more details about your allegations with related proof. Maybe DT members can act on these accounts.

Based on the rules of plagiarism in this forum, this also includes similar acts (theft of rights). But they only use this forum for marketing purposes, in a sense, they don't directly use/utilize these stolen contents in this forum.
You can ask about this in the Meta board.

Ah, most newbie without past trades/rep who want to sell such on that boards are scammers so beware of that, that's why escrow is recommended whenever you want to buy/trade here.

And if you're asking if the forum are tolerating on such scam, no, it just that scams are not moderated. And its sole responsibility of the user to prevent himself from being scammed.

I would assume that selling copyrighted material without proper authorisation is illegal in most jurisdictions.

I would suggest that you click "Report to Moderator" on the appropriate posts and mark them as "selling/trading illegal content"... Assuming you have proof that the content is indeed being traded illegally.
