It is incredibly common for these type of huge calls to happen and written on bitcointalk when the notion of price is bullish. I remember during the $20k period there was a ton of people calling for 1 million to be possible, and to be honest with you, I kinda understood why they were thinking like that, if one things price surges from 700 dollars on the start of the year to $20k in a year, I wouldn't be shocked if it went to a million dollars in few years as well, instead we all know it went down.
So, this $400k call is not actually a $400k call, it is more like "we are in a bull run and we are going to be so much higher in price" type of call, the exact numbers are usually made up because they want to get more clicks but in general the idea that price will skyrocket stands.
