So he definitely was in Belgium then from that IP Address

Belgacom Skynet was the ISP

It might be worth an email to them to see if they had a customer under that name?
Anyone speak Dutch?
Bitcoin addresses contain a checksum, so it is very unlikely that mistyping an address will cause you to lose money.

no provider will ever divulge the details of customers to normal people over a phone call
They are hesitant to do it even with a police warrant

He is on Skype right now his current IP address is 168.62.23.92 which is a US address so he most likely using Tor or a VPN  because it shows hundreds of Skype users have gone through that address.   The only user who has been through 81.242.86.128 is yannik.bindo so that is most likely an IP address from his internet provider.  I tried looking before, but he was not online at the time.  He must be watching the boards since has resorted to utilizing a proxy to connect to the internet.
