There is a difference between these two threads.
While fillippone focuses on local board posts the most, LoyceV encourages submitting posts/threads in the global boards. Since the majority of the people like to write posts in their local boards, they like to submit these to fillippone's thread. Also, in LoyceV's thread, you can vouch for any posts that you believe are worth merit, and LoyceV is not the only merit source that reviews these posts. The other merit sources also review these posts and send merit if they're worthy.
At the same time, in Filippone's thread, you will have to submit your own content, and Filippone alone will handle it for a while. I once submitted my posts for review a long time ago. Both of them are generous enough to help the community. You need to know the difference.
