What does "here" mean by hilariousandco?

When hilariousandco wrote that post, what did he imply by using here?

Locked due to constant abuse. This is why we can't have nice things. Anyone creating Vietnamese threads outside of here will be banned.

If he meant here is that thread, it is hard to understand because no one can be able to reply in that thread after he locked it.
I guess he meant here is the Other languagues / locations.

Can you drop by and give a clarification on your statement, please.

I created my thread: Vietnamese discussion on our local threads. Talk in English, self-moderated.

If it is possible to use Vietnamese, I would prefer to translate some good threads of others from English to Vietnamese.

It's probably because the board is littered with Vietnamese threads despite having a thread dedicated to them,  just check out and see for your self: https://bitcointalk.org/index.php?board=11.0,  So from what i understand. He decided to lock the main thread dedicated to the Vietnamese due to abuse as some sort of punishment and also has warned that anybody got posting another Vietnamese thread in the board risks getting banned.

Looks like it was due to Spamming back in 2017. I don't know if the banning applies even now. Probably hilariousandco will have the best answer.

That's just a normal topic aimed to Vietnamese people. The language is still English, so I guess there is nothing wrong about this. There would probably be an issue if they were posting in their local language.

All official "local topics" are sticky.

There was this local topic for Vietnamese people, but due to spam, he locked it. Since that was the "Vietnamese local board", there is no place for them to post in their language.

I think it would be much easier and faster if you just PMed him with your question. The posts that resulted in the thread to be locked by hilariousandco are probably all deleted so everyone is guessing and interpreting the reasons in their way.
