No, you cant identify who owns that address unless if someone here on the forum uses this address.
You can use the magnifying glass(Advanced search) and paste that address to find who owns this address. Already tried but it looks like no forum members own this address.

I also tried it to check on explorer if it was mention before in other sites but no result.

So this is impossible to recover.

How did you found kondat.com?
I've never heard of this website before.

I can't access the site it's stuck on the circle/loading

If it is an investment site you've been scammed and tricking you with fake TXID with different addresses.

Do you know where the address came from? It might mean your computer has been hacked/compromised by a piece of malware if not.

If you have been hacked and it hasn't confirmed, you may be able to ask support if they can get an engineer to act quickly and double spend the funds back to you but they may be gone since there are a lot of other outputs for that transaction.

Are you talking about this transaction: https://blockchair.com/bitcoin/transaction/1719f24bc53989cc62e99e7e831a05a531855dc544de73315959c73422519f71
If yes, the transaction involves quite a number of BTC addresses in what seems like a batch payment from one exchange/website hot wallet.

What I am wondering is how do you know that's the wrong address your funds ended up?
Can you share the address you expected the money to be sent to?

I can't access the site it's stuck on the circle/loading
I also can't see anything past a login page. A quick poke around the directory and using developer tools seems like it's just a very bare bones template from themeforest.net. I can't find anything in the way of actual content.

If yes, the transaction involves quite a number of BTC addresses in what seems like a batch payment from one exchange/website hot wallet.
The input address - 1NDyJtNTjmwk5xPNhjgAMu4HDHigtobu1s - is Binance's hot wallet.

Why OP would be receiving a transaction via a third party from Binance isn't clear. Either way, this all looks very suspicious. OP, we are going to need some more information here:

Where did you find kondat.com?
Can you explain this "investment" process more clearly.
Do you have a Binance account?
Have you shared your login details with anyone?
