Give advice what can be given and obtained for such users, in addition to being reported.

There is nothing wrong with posting in different local boards if posts are substantial and add value to discussions which is not the case here.
He didn't even bother using an automated transation tool to avoid violating local boards rules.

It looks like a violation of the 12th rule:

12. No duplicate posting in multiple boards (except for re-posting it in the local language boards if it's translated).

keep reporting his posts and, eventually, he will be banned.

It looks like someone's alt account, he grew activity and if they buy some merits, it will have an account for bounty or whatever is purpose.
I think you can't do anything except to report his posts. Moderators will delete useless spam post, I guess they will give up after some time. If you find plagiarism, he will be banned for sure.

Looking through all his posts, it's clearly an alternate account created to support his work  He seems to be working on a project, or his own project, and what he needs to find is the news sites for each country. Quite sure this is for finding information about a project. I used to look up information for my company, what I pay for is similar, but I don't spam everywhere the way he does

I saw your reports yesterday and today YOSHIE. At first I held back because it was a thread from 2017.
But in the end you were right and I joined the other responsible people. It was also cleaned up in the german section.

OP might not get to complain that soon, I'm suspecting a Temp could already be in place given that most of those posts were obvious spam and OP has been active today but no post, but there's no way to tell if he's banned.
