Most of the times, it is impossible to get things going easy with premined coins. You may distribute the coin properly but still it will not attract any investor because of being premined, cause coin price may dump anytime. However, try to add value to the coin before you distribute.

First you have to determine in advance how many participants you want to be given tokens, but if I think a total supply of 100 million it will be very difficult to attract people if you only give 5% of the total supply, at least 10% will be better

it's not all should be depends on the total allocation for the airdrop, mostly of companies were allocating a small percentage from the total tokens to be distributed through use airdrop method.
This must be a small amount of tokens to avoid the dump.

Its not about the dump thats why they giving away small. Its only an airdrop and giving off something will always help them to attract investors through a simple marketing giveaway. Also some companies are giving huge allocation to users that we not expect cause the price of their coin or token increase its value in due time. Like some other projects who did not expect a huge gain from airdropper cause the demand of their project is high. Answering OP question depends on many factor but every mentioned here is valid.
