While scams are not moderated, in this case FreelancerChainPlatform is breaking the forum rules so just report their ANN to the moderators and it should be deleted.

Good catch by the way. I noticed that suspicious activity in their thread few days ago, but at that time they haven't added that text about giveaway in exchange for bitcointalk comments.

This could be one of the reason why I always see a lot of newbie comments on some give away threads....

You are exactly right. This the main reason of flooding some ann thread with newbies unnecessary posts. Also, you may notice it that these users post in only the specific ann thread that are paying them.
So when you take a look such type of ann thread try to investigate a little bit you can find the project are paying them directly/indirectly. that is really untrustworthy but maybe sometime they do it because they are not enough aware of forum rules and they compare this forum like the same as social media/other workplaces.
