I think a licensed casino is assumed to have met the right standards required for casinos to be registered in any country. Such licensed casino could even go as far as following the best standards available outside of the host country's required standards.

There are lots of review sites that we've known and some of them are just simply biased nor just a personal experience or not really that precise unlike if we do really compare on reviews specially into this forum

But before that, we should also have to show some proof that this site as fake and illegally operated otherwise, you're complaint will just be wasted. I'm not the author of the thread, it's Svelandiag but he didn't come back.
I don't really know if he can sue them because it doesn't concern the main algorithm, it's just the hash of the server seed. It prevented from checking if the server seed used for the game round was the same as the server seed shown before the start of the game(hashed).

The first thing to do in that case is not suing them directly. Maybe, there are technical problem happened during the bet.

Tell the customer support for what happened. If verified as true, OP might get a reward too for reporting that case.

Suing crypto casinos sometimes don't work as for the obvious reason, cybercrimes units might not truly aware of how they work. And worst, complainants might spend lots of money on their legal fight without an assurance that they will get justice for what happened.
