The profile you are talking about is that of
zkaiz, and although the post you referenced in the OP has been deleted (the post, or the entire thread), he still holds a couple of posts with similar content.
Now reading those posts, I personally would not have the slightest interest in the bot he is offering: The description is close to null, he diverts all conversation to (scam) Telegram, the account bears no reputation whatsoever, and so forth. All the signs point to it being what you said, and one would probably end-up making a payment of some sort, and may even give him access to your Exchange account’s API, with a foreseeable lame result.
Alas there is no proof, and what may be fitting in these cases, is to wind-up the guy to disclose information publicly on the forum (or Telegram + capture). The guy will probably fall into plenty of errors of concept and/or contradictions, and that will serve as a basis with a bit more ground to formalize the accusation.
