just create whatever ico that actually works and solving real problem, dont be ico scam.
The difficult part is actually separating the legitimate companies and the scammy ones. While some are very obvious scams, it will be hard to tell with a good chunk of them. They'd seem legitimate in the surface at first, then a good number of months later, boom, another scamquit has occurred in the cryptocurrency space.
It's better to not meddle with ICO companies in the first place, and work on other projects instead.
