Dear Crypto-friend!

unfortunately i am not very tech savy and would greatly appreciate your feedback.

Thus kindly allow me those 2 questions:

a) I am on a PC with Win 8 and Electrum 3.3.3 and want to upgrade to the latest version of 4.0.9

Is there and safety protocoll that i need to follow to assure the saftey of my coins?

b) I still have not claimed some forks of BTC. When i upgrade now... would i loose to abbility to claim these forks or is that a totally separate issue?

Download Electrum from the official website and verify the installer before doing the update.

b) I still have not claimed some forks of BTC. When i upgrade now... would i loose to abbility to claim these forks or is that a totally separate issue?

It is a completely separate issue. You will still be able to claim the forked coins after upgrading Electrum. In which forks are you interested in particular?

A) have you written down your seed mnemonic? You need that and already should have written it down to recover your wallet. If you haven't you can get it by going to the wallet drop down and finding the option to show your seed.

B) The ability to retain and transfer your forks will remain after the update.

I'd suggest you to keep a copy of your current wallet file that's not yet opened by the updated version (rename it with the version as a label).
That is because some Electrum forks can open the wallet file directly specially/specifically the old versions (<4), that will save you some time by not manually typing your seed phrase or private keys to Electrum forks.

Anyhow, you can still claim forks by importing the keys/seed phrase, that's just to skip some steps.

You'll need to send the bitcoins to a new Electrum wallet when you're claiming fork coins because you'll never know if one of those fork Electrum is legit.
All unclaimed forks will stay in the wallet even if you've sent the bitcoins.

The most important thing is to make sure you have a copy of your mnemonic code (the 12 words). These allow access to your BTC.

Before downloading electrum, make sure you are on the official website.
After downloading (before installing/executing), make sure the signature matches by verifying it using ThomasV's PGP key.

If the signature matches, feel free to install/execute the file. It should automatically detect your wallet file and the upgrade process is done.

No, this is not related to the version of electrum at all.
You will still be able to claim your forked coins, regardless of whether you upgrade or not.

Which forks? well i bought Bitcoin in summer 2017. Do you know which meanful forks i should consider / claim.

There are hardly any Bitcoin forks that are worth anything. If you bought Bitcoin before 1st August then you should have some Bitcoin Cash and Bitcoin SV (a fork of BCH). Before accessing and moving any of the forked coins, you should send all of your BTC to a new wallet. As far as I remember, Bitcoin Cash has implemented replay protection, but that's not necessarily the case for all of the other forks. You can use this guide to claim Bitcoin Cash and this one for Bitcoin SV. In my opinion, the other forks are not worth the hassle due to their low price.

Note: You should be able to use your Electrum seed in Electron Cash, so there is no need to export and import private keys for individual addresses.
