Is there really any possibility for someone to read your post and say "Omg he can make a great website for $10!"? Since you're a newbie, you'll have to gain users' trust first. I understand that it isn't easy to rank up, but there are other ways to achieve this too. How about representing us a little more about you? Knowing that a guy named "honestdollar" provides me a premium website customization for $10 is not enough. Not to mention the scam accusations of this forum from newbies.
A good start would be to provide us some examples of what you mean "premium". Internet is overflowing with people that can make you a great website nowdays.
