I'm looking to have a voicemail box that has a decent amount of storage (100-200 hours), doesn't delete the messages after any period of time, and allows me to download/send them so that they could be distributed and/or encrypted. Is there an online service that could this?

I'd also need it to be able to go straight to voicemail without ringing.

USA. I didn't think there were any other countries.

Edit: Or is there a way to have a foreign number that won't charge people extra for calling?

Umm... Have you tried Google Voice? It meets every single one of those requirements, as far as I can tell. Unless you need an 800 number?

I can setup that service for you, as a monthly payment
multiple numbers in different countries can be supported
what is your estimated budget ?
or pm me for details

With Google Voice, I need a phone to call. What's the cheapest way to get a number that people can call? I thought about getting a cheap prepaid service, like Virgin Mobile, to which I only have to put $20 every 90 days. Is there a VoIP carrier that can give me a number cheaper?

you will not find any standard service with 200 hours capacity, forwarding, download, voice to email, etc
you will need a tailor made service
