Not really sure what you mean by this.  The simple answer is no, it has nothing to do with the recession or being able to fix it.  Secondly, at least in the United States, there currently is no recession.  Bitcoin is not the worlds best currency, technically, yet ( in my opinion ).  Recessions are caused by the fall of the GDP for two consecutive quarters..again, this has absolutely nothing to do with bitcoin or cryptocurrency.

Covid scenario though is very different, and regardless, bitcoin will still rally this year because we just have the halving this year, probably it's just a coincidence that covid also strike this year. But in the last 8 months or so, bitcoin has recovered from the covid scare. So again with or without the pandemic, bitcoin will have a good price at the end of this year.

It's not three-year high, it's all-time high, I believe. And initially Bitcoin didn't do great with the pandemic and the price fell down massively. But since Bitcoin has this advantage of being immaterial and independent of the traditional economy, it managed to recover pretty nicely and even reach new highs. However, Bitcoin is volatile, so it might go down anytime now, and might not reach similar highs for years. So it's not something to rely on, it's still very risky.
