I have about 0.00115btc on my cex account and their withdraw is confusing and support useless. Does anyone know if I could withdraw that amount or do I need more?

Since it says Minimum withdraw: 0.002btc but it doesn't stop me when I try to withdraw 0.00115btc.

If 0.002 is their minimum withdrawal you should withdraw only more than 0.002BTC.
And this is according to their "Limits and Commissions"

If there is no error when you are withdrawing 0.00115BTC it might be a bug and sooner it might be rejected from the exchange?

Why not try it for your self and let's see if the withdrawal is a success. If you received it from another address then it works but it might be still a bug from their side.
Just report it directly to the CEX exchange for clarification or report it as a bug.

Never tried to trade here but as I see on CMC they got a decent volume on top coins, but since there's a minimum withdrawal set by them you should comply on the requirements ask but if you are doubting on there reputation better not to continue on your plan since possibly its a trap. But if you can risk as BitMaxz say just give a shot and try if your withdrawal will be processed.

Unfortunately, if you currently have only 0.00115 BTC in your account balance, a Bitcoin withdrawal will not work as the minimum withdrawal amount is 0.002 BTC. In addition, I personally would not recommend depositing more bitcoin on CEX.io to reach the minimum amount for bitcoin withdrawals.

My suggestion would be to exchange your Bitcoin for another coin that has a smaller withdrawal limit (e.g. Litecoin or Ripple - here the minimum withdrawal is only 0.1 LTC/XRP). Just take a look at the different coins available and choose the one with the smallest withdrawal fees. I had the same problem recently with another exchange and ultimately decided to cash out in Litecoin.

Can you trade the bitcoin? If yes then exchange the bitcoin to coins that have massive supply and less costly, they will have affordable withdrawal fee and withdrawal threshold, for example Doge coin and Tron, there are other like LTC and XRP too but Tron and Doge are more cheaper

IMHO, XRP is the great choice when it comes to lowering the fees on transactions as it also doesn't really grow high instantly and its trading with other pairs are cheap as well. I don't really promote XRP, but for this matter, it is really one of the safest and cheapest plays.

I would exchange that to Ripple if I just want to take out my money from CEX. There's also TRX and other altcoins that have cheaper minimum withdrawal.

If you don't want to deposit another amount for bitcoin to reach its withdrawal threshold, trade it into another altcoin just to take it out.

Doge are more cheaper
They don't support Doge.

Doge is not listed on CEX for a long time.
TRX, LTC or XRP is a good choice for transfer. I do it very often there, and transaction time is almost instant or under a few minutes. there is very little chance that a big dump will happen at that time and they lose money because of this exchange.
Bitcoin withdrawal fee is too big on any exchange. 0.0005 (as on the CEX.io) or more. It is certainly not worth it, especially for such a small amount.

IF XRP lists on CEX change your crypto to it and withdrawal your payment from it.
Bitcoin withdrawal will cost you many fees and they may not have enough bitcoin on their hot wallets.
I would do the same as your suggestion if OP has a local wallet that supports XRP that easy to exchange fiat, this is my option when I want to withdraw my fund on exchange and I will not withdraw it using Bitcoin since we know that it has a terrible fee (it might now the fees around $8 above).  Trade into an altcoin that has the lowest and fastest fee, like for example, XRP, LTC, or DOGEcoin if there is.

BUT, if OP wants to hold Bitcoin and transfer it into his main hardware wallet, that has a problem.  You might close your eyes and blindly accept the fact about the fee knowing that there's a high fee.

Minimum withdrawal + fees are very common on an exchange, choose wisely a better exchange before depositing your Bitcoin.

I got no problem withdrawing that money after a few days of testing it. but yes, the fee is high. I used XRP to reduced the fee.

Since I am more into spot trading, I feel CEX is not for people like me.
there are only a few coins listed on CEX. plus their minimum amount to trade is high too.

maybe you haven't been there in a long time. Yes, that they once had a high minimum amount for trading. Meanwhile, they themselves saw their mistakes so they decided to correct them.
For example, it's possible to trade a minimum of 21 ZIL which is less than $2.
Also, they listed many new coins and open some new trade pairs. Next to major currencies like XRP, TRX, XLS, ADA etc... they followed the Defi trend and listed some of popular Defi tokens.
Withdrawal is always as usually, one of the fastest when we talk about exchanges.
