Do you know how to configure miners and pools yourself? If the answer is NO it's better to download softwares that will only request for your wallet address like Nicehash, Minerstat but if you can are tech savvy enough you can download mining OS like hiveOS, Betterhash

Any CPU will do the job, you can go with the weakest CPU  for your mobo since you aren't planning to use CPU for mining, all focus are on GPU mining only I believe? The best power supply that can power 8x 3080 is a 2000 watt power supply and it's available on Amazon, Newegg or ebay for sale.  For software recommendation @Cashbacklover already says it all

Why is 2000watts for one motherboard a bad idea? I'm asking because I want to gain something here, is 2000watts dangerous for a single motherboard? I'm sure that one 2000watts power supply can power all that 8 pieces of RTX3080 graphic cards, what am I not getting here?

You have to use 240v to think about 2000w PSU, no 120v

In my experience, it's always better to deatl with 5 GPUs rigs, maximum 6, more than 6 become hard to keep running 24/7 without any issue, and you find some problem, your whole system will be off
If you have 2 rigs of 4 3080s, you'll find that is pretty easy to maintain and keep running

It's good to have 2 rigs because you can have more space between cards, 3080s are power hungry, and hot, if you have hot memories, you can have thermal throtling
Another thing to consider is with 2 PSUs you can wire your rigs in a better way and keep PSU running at better efficiency, 70% to 80%

Going with 1 PSU means you can only mine less power hungry coins like ETH and ETC.

but not enough PCIE. And all PCIE have got 1 x PCIE8 and 1 PCIE6 with 1 cable.

And you need 4 x Sata kables (each 2 GPUs) so you might run out of SATA / Molex for the risers.

If i would build a rig just now with 8 GPUs i would take 8 x Zotac Twin Edge 3060ti.

Each only 1 x PCIE8 and less heat problems with the RAM.

Okay @ wotan 8 3060ti and a solid 2000 watt psu works if there are enough pcie cables

@ op 8x 3080 is 220 or 230 x 8. which is

1760 or 1840 plus 50 to 100 watts for mobo and fans.

so you are asking as low as 1810 to as high as 1940 watts on your psu.

you will need 240 volts and if and when you sag to 210 in the summer you will melt your gear.

I have run 8 gpu rigs high powered 1080tis.

set to 150 watts vs 200 thinking 8 x 150 = 1200 way under my 1500 watt corsair atx titanium psus.

no worries right.  yeah if the settings hold the psu is okay but settings fail.

and all of a sudden you are pulling tdp or 8 x 250 = 2000 and or melt.

3080 can do 350 watts if and when your setting say fuck you.

so 8 x 350 = 2800 watts = melt.

I had four 1080ti rigs with 8 cards

I killed 2 psu’s got rma

I backed off to 6 cards and set to 6x150= 900 out of 1600 and never had an issue.

I still own the cards after mining them for three plus years.

I own three 3080s

I run them set to 220 watts using a 1200 watt psu.zero issues rock solid.

I run now 7x5700 + 3x3080
1000W corsair + 1200 dark power.
Just remember, 3080 draws 20W from riser when it`s PL220/65%.
I`m planing to use much better PSU than typical ATX modular even platinium stuff.
Custom made PSU with only pcie pin8 and pin6 - for risers.

the 850's can run each 4x 5700 cards I do it all the time

3060ti and 3070 have got the same hash.
3060ti is cheaper.
3070 will have a higher resale value.

At these crazy times its sometimes better to get a 3070 for the price of a 3060ti.

AMD RX5700XT are far  more affordable right now that RTX3070, 3080, but what's I've noticed is these nvidia cards supports other Profitable algorithms than AMD, meaning if Ethereum stops POw algorithm today nvidia cards will still be standing tall and AMD cards will be so less Profitable

I would go with 3070 because they are more versatile. But I think now you will not buy 3070 or 5700 at good prices.
