I'm looking for an app which let me buy and trade cryptocurrencies as low as $7, I have $7 in my Binance account and I can't trade with it, so I m looking for an app where I can send my XRP from Binance and sell it to new platform and finally do some trading.

Where do you live? maybe the local exchange that you have in your country is supporting XRP and fine selling $7 worth of it. I'm not quite sure why you can't sell that in Binance.

The fact that I can see lower sell orders than what you have is there. Try to choose the other pair for XRP.

What you are trying to buy using the XRP matters a lot.
I just checked my Kucoin account and the minimum trade limit for XRP/USDT pair is 0.1, but the downside is that the withdrawal fee for USDT (all ERC20, TRC20, EOS, ASA tokens) is worth $20  
So withdrawing directly from Kucoin is not an option. Depending on what country you come from, you could try using their p2p exchange provided there is a trader from your country who can accept a low limit of $7 worth of USDT for fiat.

Haven't you try Bitforex or Probit exchange try this two, because yesterday form these two platform I made a transactions
via XRP into my local exchange here in my country and it was still good and successfully transferred my balance. In this platform too
XRP remain tradeable to everyone and so far no further announcement about Ripple.

There are very rare exchange platforms who allow such low trade amount; you use binance the best exchange platform in the crypto currency space; unless you are willing to trade on your wallet (decentralized exchanges); i really doubt you are able to trade 7$ anywhere. Visit Okex; you have the freedom to trade any amount over there; and depending on your country; there is p2p too. Check the deposit information before sending your token.

If you haven't had you account locked by Bitforex, yet then you are lucky. I suggest you withdraw all your funds and keep off that exchange. I have seen so many complaints about them. Just try and search "bitforex scam" on google and see how many scam accusations come up.

They are also involved in lots of other dubious activities like wash trading and list scam ICOs/IEOs. I would also avoid recommending other people to use it.

I will suggest trying this Coinomi app since assuming that the local exchange fee as for now is quite high than this.  Why not directly send your XRP from Binance to other platforms that you want, is there any problem if you will try this?
I wonder which exchange you've like since Binance as of now is the leading exchange among others.

Good thing that you decided to pick an altcoin that has the cheapest fee because if that is on Bitcoin and Ethereum, that cost only by the fee.
It might good if you're looking for a local exchnage that supports XRP, easy to trade or exchange into fiat.

Hello if you like you can connect that account of yours directly to the newest exchange app safepal. You can easily trade your 7$ worth of xrp there. But Im wondering why not used binance itself, I'm sure there is no restriction on its balance even though its only 7$.  You can used that to purchase other coins cause not all have a higher limit of trades.

You can try FTX. I just tried to check the FTX exchange, the minimum Ripple(XRP) size that is able to BUY/SELL is 1xrp.
Then you can start trading there, but you should be aware not all trading pairs there got a low minimum size per trade, most of pairs there are basing the minimum size on quantity of a particular crypto, not on USD value.
FTX is the current 4th largest trading volume in cryptocurrency exchanges.
