Most the favourite projects I have in mind to buy have already lose 80% to 90% of their value, if you are in my shoe would you start buying? I did try to buy piece by piece like 20$ to 30$ range but I still don't know if I am doing the right thing... I have these projects in mind

1. Theta
2. Sad to
3. Lukso
4. Mina Protocol
5. Layer zero
6. 0x
7. Woo Network

But looking for good entry per dollar
where did you get the Idea of  investing in Shitcoins?

your list is total garbage and not even one has a good future, best to sell them all in convert to at least Meme coins or NFT so there are  a future that waiting for you.

If you are asking, can Crypto go down to 95%, then the answer is yes. Even, It can go down to more than that, and that happens to a lot of Shitcoins and various fraudulent projects.
But if you invest in a real and useful project, then you don't have to worry, because the price drop is temporary, there will definitely be time for it to go up many times over.
Doing phased purchases is correct, can minimize losses. what you need to add is patience.

Luna's failure isn't the end, the project can still manage to do wonders in future, as humans we must accept the fact that mistakes will occur, this is money matter I understand but it's not the end.

today we see market crash again, bitcoin drop more than 2% and altcoin more than 10%. possibility another drop from drop still could happen if bitcoin could not maintain it support. market still uncertain and many traders said it could hit 16k in near future. investing in altcoin in this condition was risky enough except our purpose for long term, current price if compare with previous low was really close. only project that buuild usecase and utility will survive in this bearish trend.
