I tried OkEx but i havent tested out Okcoin. Heres some threads about Okcoin which  majority is on being shady stuff.

I haven't tried any of these 2, but answering your question if they are the same exchange or not, I've provided references from their Telegram group that may help you understand their connection.

To summarize the details from the images and links provided below:
   1. OkCoin and Okex are different companies, but all accounts are integrated (meaning you can log in on both sites using the same log in credentials)
   2. OkCoin is for Fiat to Token pairs, Okex is only for Token/Coin to Token/Coin pairs
   3. OkCoin is fully regulated and compliant to US Laws, it follows all regulations of every Jurisdiction

What about okcoin exchange ? did you use it before ?

OKcoin is the fiat version of OKex.
While OKex is one of the big names in the exchange markets, fiat operation requires a different licensing, AML and KYC. I guess this is the reason to create another company with US-based licensing, but allowing you to use the same credentials.

I'm using OKex on a daily basis for Futures trading/arbitraging, but if you need a fiat operations, my advice is to choose some of the bigger names like Kraken. Kraken have ultra-cheap and fast SEPA withdraws and 20x higher volume.

What do you mean same exchange? There is many exchange on crypto currency space. But if you how the reputation about the exchange I mean legit or scam, I'll answer that is the reputable exchange that I know. I've been a year to use this exchang and I never had any problem.

OKEx is an exchange and OKcoin is a coin that being created by OKEx exchange. Have you know about binance exchang? They have Binance coin right? It is same with OK coin.

Its very difficult for me to comment in the exchange in which I never try to use before.
Is this a new exchange platform? But the sounds of Okcoin has a similar to Okex however the volume of
okex is much more higher potentials rather than Okcoin, that's what I thought about it to be honest with you.
Probably, try to make your own research about this thing mate.
