In short, you cant get back your bitcoin. If they prohibits you to withdraw your fund, the best thing to do is to reach out their support and ask them the reason why they are preventing you to withdraw your balance? Binance will not be responsible for that because they have processed your transaction and the receiving wallet approved the transaction.

And yeah, seems shady. If they are requiring you to pay 40% of your assets before settling it, I am sure they are just going to hold your funds.

Very shady site. Even the "contact us" page only leads to a template page of their "timeline", no phone number, not even an email or telegram to contact.

Stay away from it.

Are there any ways to recover from a BTC scam that one has fallen for? (when you know that a popular exchange involved in the transfer chain is not financially regulated in your country; but recognized so your bank can't help either)

Cryptocurrency uses decentralized networks so I think there's no other way to recover your lost BTC from a scam and the bank can't do anything about that since it's out of their service. So always do a background check before doing transactions on unknown sites

Sadly upon the transaction have been done even you have made it from a trusted exchange like Binance going to an unknown and turns out to be a scam or fraud exchange, things will not get back into what it have been before because the transaction is not a malicious intent for it is a problem regulated by the user himself and the exchange have just done its part on doing the transaction for you. This must raise to attention that before doing transactions, better get to know the exchange well for the fact that any transactions that is already done cannot already be undone, so be it.

The scam website is mailiex.com. The money I lost is significant so I've been in shock for a while, not knowing where to ask what questions.
I don't intend to hold Binance liable but was exploring if they do have any protocols to deal with such cases, like other traditional banks.
If the website is a scam, you lost your money at all.,
And Binance can't do anything with that. Binance is not a bank, so it will not do act like a traditional bank. Binance is an exchange.
So, just take the lessons and be careful with the scam or fraud of websites or any other shilling websites.

It is surely difficult to recover any amount from a scam specially if the scammer is really good. It would require professional help from IT department or for someone who knows how to handle such cases. That is why it is very important that you make sure that you take extra precaution when sending money or making transaction with anyone in the crypto world. They might take advantage of your weakness and start grabbing all the money you earned for a very long time. You can also contact the developers of the said exchange if possible, maybe they can help you in that matter.

Sad to say but there's no way you can recover it once it's done, even you have proofs of your transaction and you contact those support from the exchange for help it will be useless.. In fact this isn't the first time i saw some traders experience such issue, because this is a very common problem especially when it comes beginners, wherein lack of information that there's a bunch of scam exchanges out there and it's not trustworthy unless you make research and you find out its totally legit,  sorry for your loss i hope it's not a huge amount.. Next time be careful and always make research because it can help a lot to prevent such exchanges..
