Thank you Ratimov for posting This Thread it is a big help to the newcomers and for those who have still in Newbie or Jr. Member ranks like me.They  have a chance to rank up from Newbie to full Member in a few months after they registered when they follow this steps.

No, it does not depend on the rank. Full Members were also awarded there. I have also seen applications from Members, but they were not approved simply due to insufficient quality of posts, in my opinion. In any case, you can apply there as a Member.

I am a beneficiary of 1-3. These threads have been very helpful. I have a lot of work to do before I can get to step 4&5. 10 or 100 merits looks mission impossible but reading how others got to their current ranks really motivated me. Thanks to these threads newbies can easily earn their first merit.

You're right, you don't have to focus on one idea of increasing rank. Researching, reading, and posting interesting posts will be the result of a rank increase.
Beginners, just look at such people, you can also take an example from them.

@Ratimov - you should put a notice on nutildah's bitcointalk urban achievers merit scholarship that it is locked. I haven't seen another post from nutildah in that thread if it is temporarily locked or not. It is the second time nutildah locked the thread, maybe ran out of smerit and is still waiting for 30 days.

I thought this topic was going to be about how to send your merits that you have earned because I currently have a lot of smerits and I do not know what to do with them. I feel like I am giving to less but I do not want to give too many is there a guide out there that shows you the acceptable amounts to merit to people? My bad, perhaps I missed that part. I didn't noticed it right away as I've only read the part where you stated that can apply on that thread. Maybe it's because it's not in bold font  . About the total merits given by nutildah to the participants, it is possible that the merit that will be sent will change if you only need less than 50 merits to ranked up just like BIT-BENDER received 20 merits to ranked up to Hero member and also just like mine where I received partial merit scholarship where I am 225 away to 500 merits.

The thing is merit is a highly subjective matter, what that means by extension is that as far as it's your smerits in question, you can do with it however you deem fit, you can possibly give as much as you want to a particular post when you want to (the only thing you can't do with your smerits is to sell them to other users or use it to merit your alt account).

You also do not have to give out all your smerits quickly, you can keep taking it slow so you don't run out of them quickly since you're not a merit source. There is no guide I'm currently aware of on how to spend smerits and that is cause of how really subjective it is, a personal guide in my opinion can be, if you see a good/HQ post, give a fair amount of smerits to it, it's better you don't give too much (though "too much" still depends on you) so it doesn't look like a suspicious merit transaction.
