Not to rub it in, but that is the worst security and privacy practice you did by putting all 12 seed mnemonic phrase in any email.

I think putting his seed phrase in his email is not the issue , it is secured sort of but the problem is either he has exposed his email password or he stored the passphrase online and that is a bad practice because it is prone to hacking.

i guess he tried to apply in a work were he was asked to input his email and password and he did, there are many google which i have came across that would have led to my hacking of my mail but when i noticed i easily did not fill out the next information.

Hello
I was a victim of crypto currencies stealing, a hacker was able to log to my email account, and find the 12 words in my email for multiple wallets , then he/she/they transfer everything (37Eth, 20ETC, 0.07BTC, 20 BCH , 30000 Doge) rounded numbers. this was in Nov-2019. i really couldn't do anything at this time, asked some of my friends, everybody said no way to get it back

Now i have some details about the subspecies hacker , but it need an law enforcement authorities to investigate more starting with the information  i have.

I try to report to the local authorities without any luck ( i am living in the middle east).

The subspecies hacker suppose to be living in Russia ( Mosco or san Petersburg) at least with the information i have.

Where Should i go ??

This is serious,
i will advise no to further as you don't have sustainable and concrete information about the person you are about to accused, all you need is to be very careful not to fall victim anymore

That's a lot of money and it might you will under interrogation too if where that money comes from.

I don't see anyone here suggesting using Chainalysis, it's a service that helps government and even private sectors to recover and find the hacker, they studied and investigate all blockchain transactions that to track the transaction of hackers activities.  It might be good if your local authorities will collaborate with them for further fastest investigation regarding your stolen crypto assets.

Sorry for your loss but I think it's a less of a percentage that your fund being recovered.

What local authorities have to go to if it's Police they cannot do anything, you need to get a lawyer and ask about existing laws that govern hacking in your country, but since the hacker is overseas I doubt, if you have a chance since it is not within the jurisdiction of your country, you will have to go to the country of the hackers and charge him there.
You have to decide if you really want to get your coins at the cost that you want to spend recovering them.

Would really be hard on making or taking actions if crypto isnt regulated or being recognized on your country which governing bodies or even lawyers wont really be having much idea on what you are trying to claim of
or complaints and also there are cons specially if this one is dealing with big amounts which you might be ending up on getting taxed despite of the help that you might get.

Also the thing to be considered that hacks and stolen coins is something impossible to be recovered specially if there were no tracks unless if it do deal or engage with centralized platforms then there might
be still have some chance.

For now the best thing you can do is to move on and dont stress out yourself.

I've had that happen too, and I've been trying to find the hacker, and it's been bad. all my money is gone. but if you look at your problem, i think you should go to mosco, because you have a lot of crypto. or you have to find friends or people who live there. you should be more careful, if it's an important email or an email that has high assets, you should have stricter locks, like 2FA, activate GPS and cellphone numbers, all the tools you have associated with email, so when a hacker comes in, you've know it. next time be careful
