I don't think that red market it the best time to buy altcoins. Personally I think that it is better to accumulate altcoins now and getting prepared to buy mainstream currencies on the dip. I think they are targeting BTC and its decentralized allies like ETH etc. China and other governments wont have much issues with centralized cryptos like XRP.
