Although the scope of questions that can be asked is much smaller, I would recommend stackoverflow over Quora.
I doubt a lot of person have ever heard of stackoverflow. Quora is being quite popular these days. I remember when I was active on quora back in the day, it was hard to get some good number of answers on quora and views on questions were very low. I'm talking about Quora particularly.
I'm planning of manipulating the answers lol. I have small group who will help me to downvote the shit answers and upvote the quality answers lol. It's very easy if you have a group of army.
