If the developer of the altcoin is serious, then they will create a one of kind altcoin. It doesn't matter if it will cost them a lot of money, effort or time but what important is that they are trying their best to contribute on the crypto space and to have something for the people to help them solve their problems that they are currently facin. Once it became known and people likes it, they will still recover what they have spend on building the project so their efforts are still going to be worth it at the end.
