I mean, under this bear market...is it necessary to buy a miner to stock up on?

If you might think that we have less people interested in mining now, take note that bitcoin's hashrate has been chilling near-top despite the price drawdowns. People will continue to mine (and probably buy miners) as long as mining stays profitable.

I would say it's better to buy Bitcoin directly than to buy a Bitcoin miner. Not saying it's bad but that's not the form of Investment I would personally love to do at this moment.
Maybe you can buy a miner and wait for the right time before using it? That would make more sense in my honest opinion.
