Both are betting but the ones betting in the casino are gambling.  Gambling is a subset of betting. Meaning it is under the umbrella of betting which result is uncertain.  This somehow further explain it..
What I am taking about is that, did Georgian government banned 30% population from online gambling, but they can still bet? Let me make it clearer. Did Georgian government allows the 30% population that were banned from online casinos to still be wagering on sport events like football, horse racing and others? All I know is that if a country allow casinos and betting sites, they generalized both together. Or Georgian government seperate the two?

More than a third of the Georgian population is on the blacklist of gamblers who are banned from gambling.... according to a translated post from Sputnik publication

It's better to post a link of the source when you quote a news even if it's not in english to let people better understand the topic themselves. According to this link
https://agenda.ge/en/news/2022/3147 Georgia is enforcing a very strict new law against gambling, that prohibits "Georgian citizens receiving social assistance from the state,  public servants and individuals on black lists - included based on court decisions following requests by family members -" and "Georgian citizens under the age of 25, foreign citizens under the age of 18".
The georgian government seems to want to prevent that a part of the money he is giving to citizens finally goes to casinos. But what about alcohol and tobacco now?

Where have you seen any sportsbook promoting "safe betting" please? All of them will restrict your account, ban you or even lock your funds if you only make profits from them.
In addition, it's wrong to say IMO "there is no such thing as Safe or Responsible Gambling. Gambling is unsafe and irresponsible." This study from Standford posted in another thread says the opposite : most people gamble safely and responsibly :
