Not all Muslims are extremists and not all Muslims follow their religious leader the same way as other religions.  That is the reason why despite being Muslim, they still engage themselves in gambling activities.  Some Christian religions is worst, they forbid people from gambling activity but they allow raffles when they are in need of fund.   

As far as we know gambling had been inculcated into the DNA of humanity, even before Islam or any religion is founded.  So it is normal to see people not following their religions and giving in to their "worldly desire"  such as gambling.
