Actually, I am very interested in mining but in my country mining and Cryptocurrency are completely illegal. I know that if mining is done secretly then there is no way for the administration to know about it. But I am thinking that the extra bill due to mining will come to my meter which is unusual for a residential meter in our country. If they come to inquire about it, then maybe I can get into trouble.
So my main point is that I want to set up a mining rig using batteries and inverters and solar panels. Which runs through the battery, and the battery is charged through the solar panel, and sometimes I charge through my electricity, so maybe my meter bill will come to low.
Now the real thing is what can be the minimum setup to start at the first stage of mining and how much watts of electricity will cost it?

Yes, that's possible depending on what miner and solar setup you have make sure your solar setup can provide enough power that can run a single ASIC miner.

I'm sure you will spend a lot to build a solar just to run a single ASIC miner because it requires high wattage but if the budget is not your problem then you can build 10,000w solar panels and mine without worrying about the electricity bill. 10k watts build I think can run a single s9 and s19 pro unit it will run 24 hours depending on the weather condition and the quality you harvest from the solar.

If you want to mine Bitcoin you have to spend several thousand $ worth of ASIC equipment, and it will probably not be worth the price even with free solar electricity.
You can mine using your home computer(s) instead. You might want to mine Monero, another cryptocurrency that can be mined on any computer, then converting it to Bitcoin using services such as fixedfloat, or to your local currency using localmonero (which might be dangerous if crypto is banned in your country).
You can search on your search engine of choice about how to mine Monero with p2pool, a decentralized mining pool, and then start mining.

ASIC mining off solar and batteries would NEVER see a profit, ever.

GPU mining would be the down low way to go. Having a "gaming" PC habit is legal right?

First off you are asking us to help you break the law in your country.

I do not like giving advice on how to break the law.

I will tell you a used s17 can go for maybe $1300

clocked to 40th and pulls 1200 watts

so to have 1200 watts 24/7 you will need

a 3500 watt inverter.

you burn 1.2 x 24  = 30 kwatts

allow for 35 kwatts

if you have 10x 400 watt panels it will be 4000 kwatt max  divide by 5 or 6

comes to 670-800 constant watts 24/7/365

which is less than ½ the panels since you need  at least 2000 constant due to inverter and battery loss

so 20 x  400 panels
a 3500 watt inverter
and tons of glass mat batteries really and truly maybe 1.5 tons of batteries

all of the above = $$$

and as of today it earns 40 x 8 cents = $3.20

that is maybe 1100 a year which will never pay off the thousands you lay out to mine illegally.

Why don't you consider other areas of cryptocurrency that don't involve mining. It mustn't be mining since as you have said is very illegal in your country. You will spend a lot trying to start and a lot more certainly in trying to keep it a secret. If you must continue with your decision and don't mind the consequences, moving to the outskirts of town, a more secluded environment can be a good option to start with.

We shouldn't break the law of our country first of all. And I don't think it will be profitable to make a setup with solar panel and battery for mining Bitcoin.Because it will cost a huge in our country. So it's better not to mine Bitcoin by a solar panel.

It's what I do since last year, I have a solar setup that has 4000 watt power but thats not the case right now, mining isn't worth it even if you are on free electricity, difficulty isn't going lower either, I planned to mine through this bear market when mining isn't profitable anymore but now its a different story entirely.
