Does Binance let in US citizens living abroad?

As far as I know, Binance proper is not allowed to operate in the US, so they licensed a third party to run Binance.us for them in that country.

Also, Binance API seems to be inaccessible from USA IP addresses.

This raises an important question when doing KYC. Binance just asks for your passport & selfie and some address data. What would they do when they see a US passport but with foreign country address? Will they request for a proof of address like a bank statement, or deny your application altogether? Has anyone here tried this?

Several US expats in this thread^[1] tried with mixed results (most stories, denied/account locked). At the time of the KYC process required to pass the "citizenship" section where there is no United States on the list of options. Chances are, you won't pass KYC with an identity containing "US" as the origin or current address.

For anyone else reading this later... they confirmed that Binance.US won’t do business with US citizens living anywhere outside the USA, while Binance.COM won’t do business with US citizens anywhere in the world.

I can't say what actions would actually happen. All I can say is that while trying to create a new account I contacted Binance.US support and this is what they told me:

Question: "So just to clarify.... Binance.US won’t do business with US citizens living anywhere outside the USA. And Binance.COM won’t do business with US citizens anywhere. I just want to be sure my understanding is correct. Thanks."

Answer: "Right, that is correct."

Worst case scenario you will have a few days (14) to liquidate your positions and leave the exchange for the .US branch.

One still remains a US Citizen even on foreign land. Since verification is now mandatory, I believe as soon as they see the US passport, then that's a failed verification. They won't even look into one's current foreign address.
The only way of going past this is probably if someone got a citizenship in a foreign land and perhaps used the attained ID to have their account verified from that country.

Upon reading that Binance insists on your sending them a passport, I might just end up registering on Bitstamp or Kraken instead - sad, as I otherwise heard good things about Binance.

And by the way:

A US-based public company, that serves US customers, does not accept US passports as a valid form of ID verification. If you live there they want you to give them your drivers license - now you must know how to drive a car to trade on Coinbase   If you don't live there then... you're screwed according to their FAQ (but they will report you to the IRS anyway, just because).
