I have no idea who should I request to solve the problem.
Thermos? Cloudflare won't talk to us end-user peons; only website operators are allowed to report problems. Sad

Are the two of you sure that the problem is not on your end? I've been using multiple browsers and different networks to access bitcointalk.org over the past few days, and I have never encountered a problem like this. Maybe Cloudflare's firewall is blocking access from your IP address? Have you tried changing your IP address or using a VPN? Or maybe you could try changing the Tor circuit for the Tor network?

I don't want to celebrate it early again and then to see going back to the messed up version (it happened earlier). I tried everything you mentioned above but nothing worked including hard cache cleaning.

I hope I was able to figure it out and finally this will be the end of the issue. It's something to do with the Cloudflare's cache. That's why it was not working all those times when we were cleaning our local cache (maybe). Please go to a topic which has "All" post active. Click on the "All" link to load all posts which actually calls Cloudflare to check the browser. I think that's when Cloudflare loads the missing file that was missing on our end.

If I was not able to explain it clearly then just open this page: https://bitcointalk.org/index.php?topic=5414169.0;all
Hopefully it will end on your side too.
