It depends on what perspective of legal you are looking from as China is cracking down miners so you could think that even the manufacturers might be considered illegal in China  

But it's legit. this guy even visited their company in China sometime back.

The scam sites are easy to identify if you do some small digging. They are usually brand new and copy paste from the genuine old suppliers. You also get to see complaints from people about being scammed by the copycat sites
