Gambling is banned in most of muslim countries, some countries banned gambling due to the its negative effect on their citizen. It is an abritrary feature of culture and tradition. Gambling is considered "unethical" because it is prohibited to most of the religions but with the law, it is simply depending whether it would be taxed or not. Even with religious countries there are gambling activities allowed to operate such as Lotteries registered under governments. But with this topic, not because gambling is allowed to some countries it would already be unethical. It won't be allowed in the first place if it would be questioned by the public and more likely it is not in those countries due to the benefits gambling taxes are making. In my country, there are casinos and lotteries allowed to operate but with restrictions to age so I think it is just fine. If it is addiction being the concern, then that would be depending on the gambler himself and not with gambling in general.

It's not just ethical, but also moral who play gambling. therefore some countries banned it and do not allow their citizens to gamble. But, it also depends on what country you live in. Sometimes, some country doesn't legalize it but still collect taxes from casino and provider. because the government knows many residents play secretly and don't want to miss a moment to obtain budget income for the country. This is the problem now because there are several provinces do that without agreement from Central government.

So... casinos are not necessarily unethical.
I believe that the main impediment to them operating in different countries is the popular pressure that does not accept the idea of betting well, mainly due to the bad reputation/rumors that the sector carries.
One of them is the frequent cases of manipulation of results or fraud. In others, the religious issue is the main impediment.... whatever the reason, people tend to be resinous around betting shops out of fear and government officials also don't put the matter on the agenda for fear of losing their money popularity.

It is, in fact, a popular issue... in many countries casinos will never be released, in others there are already large "movements" for legalization and permission to operate.

Less ethical? Why do you think it is less ethical? As long as you aren't harming yourself or others through addiction, it is fine. There are lots of people that gamble for fun. People should be free to choose if they want to gamble or not. It's their money after all.

High taxation is the key so I think it's just practical, not non-ethical.

These gambling sites or physical casinos can pay enough that help increase the funds of one country to build things that will ease the lives of their people. Instead of letting them go wild in an illegal way they might as well just make them legal so that the government will get something out of them. Imagine how much money it will cost the government if they keep on hunting them like rats. This is the better way because they will be the ones paying up in tax form and I doubt it's cheap. Millions of money is what we are talking about here because they are part of the sin tax.

Gambling has been a human nature from it's origin and there's nothing unethical in it. Some countries do ban gambling as they believe it would lead to personal loss for people who can't control their gambling habits. There are larger number of countries that have legal gambling industry in one form or other. And there are other unofficial and traditional ways of gambling in every country.
Take an example of china, casino gambling is banned in mainland china while there are state run and other lotteries and raffles where people could participate. Being rich as a country is not the reason to allow citizens to gamble or being poor isn't a reason for not allowing it also. Yes US has a good per capita income rating but that is not the exact reason for not banning gambling. The reason is that US is more liberal with there system of life. They believe in freedom of choice and the respect of rule of law and that means everything they do about their system or gambling is guided by law so that if you contravene the law while exercising your choice, the law will be after you and you will be punished adequately, so is about freedom of choice.

Therefore, most of the countries that have banned gambling have a religious belief that gambling is a sin and wrong which is the major reason for banning it. They are those dominated and highly populated by one faith religion especially Muslim. Bangladesh that you used as example is an Islamic dominated country unlike US. So you can see the difference and reason most countries could ban gambling, while others don't see same reason and they generate revenue from it through tax.

Not really sure what to take from your list. I have been gambling in half of those countries and never had any issue. Why should it be unethical to gamble in a country where it's legal? I would like to visit many more casinos and the top two countries/cities where I want to gamble next is Monaco and Macau. Anybody that visits the south of France should take a few days and enjoy Monaco. A few friends of mine already have been there and recommend a visit. As long as there a big casino and a legal framework from the government to regulate the gambling industry I don't see any issue. It would be nice if all countries around the world allow gambling, so people that live in a country where it's banned don't have to travel far to enjoy gambling. From your list I don't see any difference between these countries and their attitude towards gambling. The casinos offer the same games and there are even big casino chains that run operations in multiple countries.

Gambling regulation differs from one country to another because of religious and government restrictions the list of the countries you provided is incomplete there are more countries that you have provided one of the main reasons why governments allow gambling is because of the money these gambling platforms are providing in a form of taxes especially in a third world country where they need more money coming in for their infrastructure college.

If they are less unethical, those countries that have approved gambling inside them see the benefits of it. While some countries became a hub of gambling for foreigners and visitors, they restricted their own citizens to do gambling. That's ethical for them as long as there's no way their citizens are taking part in it. So, the policy they set for the tourists and their citizens varies. The point of view of someone who sees that a country is okay with the gambling industry will depend on his views and beliefs and if you think that there are morals that have been violated by them, that's what you think but it won't change the fact that they're doing business and sourcing out for tax.

Well, the list is too short... many countries allow gambling, but not all gambling games and some countries are very relaxed when it comes to online gambling. I guess it would be pretty hard to make a list of all the countries and what is legal/illegal in each of them.

If gambling is entertainment and you risk only the money you can afford to lose then it's all "fun & games". We don't need to include ethics and morality if we enjoy doing something we like, with our own money!

It may not change a thing but there really are those countries that prioritize their citizens and restrict them from banning. And that's why they've become a hub for most foreigners because they're treated very well as they put cash flow and money into that country while protecting their citizens from getting involved in gambling. If someone who lives in that country and wants to gamble, I am sure that there are some ways that they can do to find local gambling areas but that could be treated as illegal.

There is no need to feel that they have the right and obligation to apply the rules in accordance with those that apply, whether they are citizens or not, even if it is prohibited, gambling places are always busy with visitors. The government could make gambling legal to attract tourists to visit their country, but they must listen to the suggestions of all community leaders. This is necessary to be able to see whether making gambling legal will provide positive benefits for their country or even have a positive impact on society.

But especially for Muslim countries, gambling will not be legalized because it is haram for them. And people will oppose it if there is such discourse. So maybe gambling can develop more in other countries, especially Asia, because many people like to gamble in that country.
