I do understand what you are saying but I do think this would work well for the big mining companies since they would still be earning from the transaction fee, so when they do choose to ignore the ones with the lower fee, that would be taken over by the big companies, the bug companies will have more power and more people involved which does mean that they would be able to afford mining at lower fee as well, that would make the small miners dissolute, this is an issue that they will have to face eventually as well since most of the times the government does not really let legalization go that easily, they generally legalize and ask for but ask for registration fee and etc, from the small miners as well, which is infact ridiculous. Therefore I think it would bring kind of industrialization in the whole sector of mining.
