There would really be only 2 possible reasons.

1. No budget
2. Just simply ignore/reject communities idea

I can relate to this because I hate seeing or reading such a thread with wall of words when they can put photos to attract visitors.

Having a copper membership is good as that would mean and show a bit form of seriousness from OP but however not being able to utilize that opportunity attached to it is what I can not comprehend. Lets us assume for now OP is working behind the scene to coming up with something meaningful and commendable to present to the community.
