You weren't receiving email before because your email got banned/disabled, and now you'll still not be receiving email. Nothing is lost. The forum account isn't banned or anything.
I want to get a clear scenario from you theymos, if email is been ban or got disabled and the user of the bitcointalk account have not noticed for long period that his email is not in function and  a hacker has penetrate to his bitcointalk account and succeeded hacking the user account, can the person retrieve it's account through the management of the forum while it has not sign a message with its receiving address of the first earn for the forum??
You will have to provide some proof of ownership for the community to be sure that you're the real owner of the account. A signed message from a staked address or an previously used address in campaign or business is the popular method of proving ownership AFAIK, without that, it will be difficult for you to get your account back. Though the community may look into the matter, and notice if the account has changed hands, a neutral that will certainly be given in that regard. But I doubt you can gain access to the account just because you claim you are the legitimate owner.

That is why the administration is introducing more and more changes to protect the user.
In the end, according to your story, the user does not care about his account at all. He doesn’t read posts in Meta about adding 2FA (today this topic is already on the second page, unfortunately). He does not sign the message from his wallet address. Ultimately, he is not observant of the fact that his email address has changed; that is, he most likely selects for registration either a non-existent address or a temporary email address. How many red flags will this user have about his carelessness and inattention?
Is the forum to blame for this, and can the forum be blamed for not caring about people?
Should the forum issue a warning that the user understands that he should be independent and take care of his account above all else?

I don't think something like that is going to happen. But you have a solution for a case like this. If you ever posted a Bitcoin or Ethereum address from where you could sign a message to prove that it's you, then there is a chance that you might get back your account. My account was locked back in 2018 because I was adding security questions and changed my password. Later, my account was blocked. Luckily, I had posted one of my Ethereum wallet addresses from where I was able to sign a message and the mod hilariousandco unlocked my account. I am sure they would recover your account if you could prove that you are the owner.

Has the OP at any point of time make move to change his own forum password or not, secondly something like this doesn't occur and I've not experienced it before, but but in case he's seing happening, then it call for a serious check to whether he has ones used his device together with someone and they got him and try to hack, it may be that he once log into their own device as well, the aspect he quoted from what theymos posted is just similar to this but not as exactly the same with what is happening to him and I think the 2FA he has activated will also go along way.
