UPDATED
I finally got it to work it seems that windows may have been blocking some parts of the install but I also had Reset and deleted the Appdata folder So thanks for the help and suggestions everyone

I have downloaded and installed bitcoin but when i run bitcoin-qt the bitcoin wallet symbol comes up but nothing happens i have tried turning ff windows user account notifications run it in windows xp service pack 2 compatibility mode  the system i am running is windows 7 64 bit but when i hover over the bitcoin wallet symbol all that happens is my mouse turns into that symbol that indicates its working or unresponsive some help from someone who knows what this is would be appreciated.

it isint shown here but when i put my mouse over it i get the windows busy cursor

Where did you download it from? Something odd with the date of that exe. Its a year old?

OKay, I just tested it on windows. I get the same dates so thats okay.

Try this; reboot. Then click start and type %appdata% and press enter. SHould open C:\Users\yourname\AppData\Roaming in file explorer.
rename bitcoin folder into something else. Try launching bitcoin again. Be patient.

One quick piece of advice: reboot.
Windows does a lot of file caching in its memory. If a corrupt file gets cached the problem may persist.
It blows my mind how much the Redmond-based operating systems love to be rebooted.

Did you per chance check the digital signature of the downloaded file?

Yes i have reset multiple times
And I have not checked the Signature do you know the hash or a signing key i can use?
Also I have Allowed it to run for about 15 hours now however it has not resolved.
